Per Adam's notes from the first Web Comittee meeting, the commitees section was removed. During planning, it was suggested to integrate the forum to allow private groups that would do what is needed for comitees central except that there would be hardly any extra programming needed.

Every person with an online MNCAR account could be assigned into 1 or more groups. If the person was assigned to a group by a site administrator, they would see a link to access any postings related to that specific group. Then we can privetly share notes and files between group members via a private forums which have restricted access.
